Well it can be considered a red flag but let us be honest ICO devs don't care about who they hire as long as they cut their cost. Cheap Cost + Great number of promoters = to more promotional success which they know that their target profit will be achieve. That is why hiring sub par bounty managers cannot be considered a red flag when you are hunting down scam projects here as even legit ICOs hire them.
What does campaign manager DO? If you check few campaigns then you would be able to know that most of the campaign manager worked only for posting bounty thread and calculate stakes of the bounty participant. In this case how they will monitor other section, I don't know. If any project owner don't pay then the manager cant do anything because they do not hold the fund. Only few manager 2-10% hold fund as escrow for altcoin section. Even many bounty manager don't hold fund on bitcoin section. The task which bounty manager do, the task can be done by the team members too or if the want to pay in marketplace then they can hire a freelancer 100$ even lower per month for this type of task.

Well it can be considered a red flag but let us be honest ICO devs don't care about who they hire as long as they cut their cost. The main problem here is cost, reputable managers are charging higher in managing campaigns that contain less members while the less popular ones are cheaper and can handle more participants which the dev team always gets as they also are in for some forum rule breaking such as bumping their threads.

They should ban that new account so it does not add to newbies who spam for bounties. And it is also better to erase the thread so as not to add to useless threads.

Agree. Bounty managers should be bound to have such responsibility.
GRABITY must have hired them to bump their ANN thread. Getting attention in the ANN section is very difficult for a team, they'd have to come up for a way to get back on the first page of the section or they'd be buried to the pile of threads which users find more interesting.

Most of the project nowadays are just run by a non reputable manager or a newbie from their team without enough knowledge about the forum rules, maybe they are doing it to minimize their expenses but without realizing the possible mess it will bring to the forum.
Honestly if campaign managers are constantly monitoring their participants as well as not allowing ICO devs on abusing them this forum will contain a considerable amount of good posts and less spam, but then money talks that is why they let this things happen.

A good team should also care for this forum as it's where they put their advertising, so IMO, it's better hire a reputable manager recommended by the community although a little bit expensive but it will add value to the project as it will increase the confidence of the potential investors to put their money knowing it's been manage by a reputable member.

The campaign manager needs to alter their campaign rules quickly from what I know Bounty Threads like this one have been deleted in the past for violating the rules. This is the main source of spam here in the Altcoin section, campaign managers requiring them to post in their ANN thread even if it is shitty just to bump their thread is really a cheap thing to do and most importantly it fills the forum with spam, LoyceV have already shown that some newbies even reach 1000 posts without receiving even a single merit this just show that they really don't care about the quality of their posts anymore.

Why do we need such rules for the bounty campaign, I do not understand how they help to promote the project? Huh
I think those threads or those type of thread  immediately should be removed or locked and those type of poster should be nuked or banned.

Yes, that is against the rules. It is basically a campaign paying members to bump their thread, creating spam in the process and getting paid while doing so.

There are no such rules against such bounty campaigns,but there are rules against spam replies on such threads especially when it adds nothing to the credibility of the ann topic,thats why such threads are usually reported and the replies deleted and most times the accounts perpetrating them are either nuked or banned.
But this days such occurrence happens at a larger scale and mods most times miss them
I think more stronger action needs to be implemented in issues such as this

Isn't this considered to be an on-forum giveaway since it doesn't involve any criteria like wearing a signature, avatar or something which would have made it a campaign for that?:



Rules:

For spamming or bumping they should be banned but in the meantime they should be tagged though I do not think tagging will be enough helpful to stop spamming or bumping.

The accounts are all linked together created on the same day (November 28, 2018) and their comments are separated by minutes without any identical reply (yet) that's to say they aren't bot but alt accounts operated by an individual created just for bumping the Bounty thread of GRABITY

Yes, you are right. It is probably the same user operating all three. All three accounts were created on November 28, 2018, between 07:43:25 AM - 08:00:14 AM.
Last time active, Today between 02:53:16 AM - 03:00:13 AM.
He logs into one account after the other, makes his posts and moves on. Its thread bumping and spamming.

The accounts are all linked together created on the same day (November 28, 2018) and their comments are separated by minutes without any identical reply (yet) that's to say they aren't bot but alt accounts operated by an individual created just for bumping the Bounty thread of GRABITY

I believe Grabity could have a hand in this since as you said you have reported previous offend from same bounty thread. Maybe the bounty thread should be locked or something...

By the time a Newbie reaches 1000+ posts without earning a single Merit, it's pretty clear he doesn't contribute anything to this forum.
I'll list all accounts that posted in that topic (the number before the username is their number of posts in that topic)

This is just to show you how toxic the thread is, like I said something should be done about thread and alt accounts spamming forum through bumping the bounty thread.

bumping threads to get more visibility in that section. Anyway, theymos has already asking a nice way in his thread to arrange the topics in every section. There were many suggestions there with other user's input and their opnion with the topic. So, we'll just wait on things the theymos will come up to. We are herr to support it anyway as long as it could do better for the forum and somehow hopeful that it could reflect also for the good of cryto market in any way it can help.
