I have a rig of 4 r9 290's before they jumped in price. Mining scrypt (LTC, doge etc) they pull 3.3MH/s together. Due to the price jump on the 290's, I'm planning a 280x rig which would seemt o be the most cost effective route to go. I prefer to use new cards with warranties over old cards that are a gamble if they work and how long they work. But that is up to you obviously.

If you go with PCI-E risers, make sure you get powered ones seeing as the un-powered ones can cause issues like burn up the gpu, mobo and themselves.

One of the best websites for comparing mining cards is found here - https://litecoin.info/Mining_hardware_comparison

I want to start another rig. I have 2 rigs already using the 7950's and two PSU (one is using an add2psu). The rigs has for 3000 kh/s for a ttl of 6000 khash/s. I want to build another rig using the r9 280x's... What is best config for this build keeping cost to a minimum?

Also what options are there for more than 5 cards to expand to later an the same mothercoard (like a pci expansion board or something)?

Thank you in advance!

BTW, can I get whitelisted as well?
