I think that the fixed IP setting is the better choice. Assuming that you want your Antminer to mine independently, without 'babysitting', the last thing that you want is expiry of a DHCP lease. DHCP is fine for a PC that you periodically connect, and the lease gets renewed and runs for the duration of your PC use session. With a 'permanent' connection like a miner, this is a bad choice. My Ants have been running for weeks or months without interruption, the last thing that anyone needs is a lost connection because the DHCP lease happened to expire.

Going to need a bit more information, otherwise all that can be offered are suggestions.

What is your current network topology?
What happens if you plug your S1 into your router?
When you get the page error, what error specifically?
When you connect your S1 directly to your router and power it on, does it automatically mine (rapidly flashing green lights)?
What router do you have?
What OS is your computer running?

Yes, you could get it hooked up, but you wouldn't get a connection to a pool. Once you get in, set the networking settings to match your router's actual properties (i.e. some Belkin routers allocate 192.168.2.0/24 to their DHCP pool, so in that case you'd set the miner's IP 192.168.2.99 and subnet mask to 255.255.255.0)

Default gateway is nearly always router IP

hook Ethernet cable directly to the miner from the pc.. change the ipv4 address of pc to manual. with this ip.. and subnet...leave the gateway and dns blank.. type 192.168.1.2 subnet 255.255.255.0 if your on windows 7 uncheck the box that says verify upon exit. next goto browser and type in 192.168.1.99.. use root for user and password,, Once you've logged in its rather cut and dry from there...let me know if ya need any more help...It very possible the ip of your router is already on this ip subnet but if not then manual is only way to get it connected...

Can anyone help me install my antminer s1?

I connected my PC to the miner (with the ethernet cable)
I changed the settings...
but when I go on the panel, nothing appears (browser error page)
How can I fix?
