The issue is, the miner thinks it's "too cold" and bumps up voltage to warm hash boards.  Pulls down an extra few 100 watts which I don't like.  Also, it's the locked firmware so I have 0 control over fans, voltage, or freq.

You can always use one of these tricks to gain access to the fan settings, and sometimes a few more other options.

blocking a part of the fan might damage the chips behind the blocked part, this is the reason why almost 99% of the time it's the chip behind the fan motor that gets toasted, well using an air filter is not as bad as blocking the whole thing, but I would still be careful, it would be safer to actually set a static fan speed in my opinion.

Hahaha, problem solved.  I just closed down the intake a bit with an air filter to keep hash boards above 30 degrees.  Runs almost dead on to the specs listed at bitmain.  Who the hell thought a miner could be too cold?!?!

What do you need to fix exactly? if the miner is hashing just fine then there is nothing to fix, I am not familiar with the kernel log of S15 but fan speed adjustment is pretty normal, the room gets hotter the fans have to spin faster, they spin faster the miner cools down, fans slow down and this keeps ongoing as long as you don't have a perfect ventilation system. It happens to almost all of the miners I have, to avoid this, and to keep the miners as cool as possible I always set static fan speed of 90% and above.
