I think you can do that on a custom firmware but for antminer firmware no you can't do that. Never heard any legit custom firmware yet so I can't suggest any custom firmware.
So my guess you will need another s17 control board to add more hashboard and another PSU to power up those another hashboard.

I was looking to start an immersion cooling server in the future. I was hoping to take the hash boards out of my antminers so I could consolidate them easier, but will I need one control board per three hash boards?
