I really want to get into the mining game at an extremely low cost (Due to bitcoin price rising drastically over the past month or so) should I buy an S4 or should I buy something a little more efficient (Power Cost is almost 10 cents per kilowatt)
I recommend to replacing the S4 that you have, the cost of electricity is very high. In addition, the difficulty level will also increase and the result mining will continue go down. If you are serious for mining, better use S7 or S9.

s4 can be used with nearly free electricity, your only choice is s9

a s9 can generate $300 per month, with 0.1 electricity, you need to remove around $100 in electricity, and you remain with $200 net per month

if you can find one second hand at $1400, this would lead to $7 months to roi, now factor diff increase, and you can easily go in the 1 year territory unless you resale early

Well my advice? GPU mine. At this point there's no bitcoin miner that will get you even guaranteed roi at ten cents per kw, however with a RX 480 or two and a budget build you can easily hit roi. Other than that and X11 asics, there isn't much hope for you with bitcoin mining.

Your power cost is too high for S4, and also for more new, expensive and efficient miners. If you can't have lower power cost my advice its to stay away from mining. Difficulty is rising and possibly you will not recover your investing.

Even with the most efficient miners, 10c/kWh has trouble breaking even quickly enough.
I suppose you mean bigger reward instead of low cost.
