Assuming you are measuring power consumption "at the wall" using a common "Kill a Watt" device, the most likely explanation is that the two power supplies differ in their efficiency. Power supplies are NOT 100% efficient in converting 120VAC (i.e. at the wall) to the 12VDC (i.e. the output plugs from the power supply).  Some power supplies ar 94% efficient, others can be as low as 80% efficient.

Do some Google research using terms like "ATX Power Supply Efficiency". You'll learn a great in doing so.

it shouldn't make a difference temperature wise unless the output isn't a solid 12v. could have a huge swing from 11.4 volts to 12.6 volts. take a multimeter and read the power out and see if it is hunting up in down or if it stays at a specific output. if it is hunting it will cause higher temps.

Changing from Corsair to HP ProLiant there is a noticeable increase in watts consumed, around 50-100 watts more for the ProLiant.

In addition the miner runs hotter:
Corsair: 51C / 49C
ProLiant: 55C / 48C

First power supply is: CORSAIR RM Series RM750 750W ATX12V v2.31 and EPS 2.92 80 PLUS GOLD

1x HP ProLiant 1000W proprietary hot-swap power supply
1x X-ADAPTER Power Supply Adapter PCB Board

No, this only make sense if the ProLiant runs at higher voltage, which means more watt at the same clock, however this means you could stability overclock the miner higher with the ProLiant.

The other thing is the temp difference doesnt really make much sense, the second blade is cooler with the ProLiant, sound more like there is a difference in airflow.
