That indeed sounds like the PSU is not working steady. If you have a multimeter, you could measure the output voltage and see what is happening.

I have tried resetting multiple times and miner sees all fans. I think it may be something with the PSU though. I just bought a new s7 and it is having the same problem when I use the same PSU

Also you should verify that the firmware can see both fans. When there is a faulty fan you will see the machine hash for a few minutes then shut down with a solid red light

So you have done the reset just like in this manual part 7.4 Restore Initial Setting (manual page 11) ?
You need something like a ballpoint pen to push it.

my antminer s7 is very faulty. I can reset it, and then after 5 minutes it will stop hashing, then 5 minutes later it will start again. This happens about 4 or 5 times until it stops hashing and I have to turn it off myself. Any idea what the problem could be? The LED is red when it is not hashing and I can not access the miner ip address. Thanks in advance
