It's called atmospheric pressure/air density.

At higher altitudes there are fewer air particles per cubic centimeter.  

Thus, more is needed to cool the same amount of hardware and the fans will run faster to achieve the same amount of cooling.

The whistle from bitmain devices is normal.  These aren't meant to be quiet, they are meant to be efficient.

I have an Antminer T9, as pictured here https://cryptomart.co.za/
I moved from being at sea level to a much higher altitude, 672m / 2217ft.
My miner was fine for the first few days, it is now making a whistling sound, and it seems to be running a bit warmer than it did at the coast. IS this normal? HELP !!!

s9s whistle  so t9s can do the same.

there are a few tricks to stop whistle

try a small filter screen

cover ⅓ or ¼ of the intake fan  there is a sweet spot that will stop the whistle.
