I have it working with CGMiner 4.1.0. New issue:
Highest hash rate is 1.6 GH. How can I over-clock it?

That would be not enough power then.

Both hubs are fully powered. Even if I run one directly into the computer, it does not get any W/U. Power is fine.

Sounds to me like you're not remotely using the current version of cgminer and are using an unofficial or ancient one or something. Grab the latest which is 4.3.4 and follow the instructions as what you're passing to cgminer aren't even options on cgminer.
Okay. I set up with 4.3.4, and it detected 11 out of 14. Okay, better! But, the W/U is 0, and it never finds anything, and it just keeps giving "Zombie" to the 1-11, then does 12-23, and etc.

I recently bought 14 Antminers (9 U2 / 5 U1). Anyway, I like CGMiner, so I installed WinUSB via Zadig. Then, I started up cgminer with basic's, --baud thingies, and -S Antminer:all. So, it runs it's little "Send Golden Nonce" or whatever. After it does that like 15 times, it then closes out the mining screen. I worked on this for hours. Here is what I found:
1.
You have to start it up with 1 miner, then slowly plug in the rest
2.
I put pause after the cgminer.exe line, to find the error. There is NONE! It just closes itself out after a "BMSC Send Golden Nonce"
Any Idea on how to fix this?
