I guess having a fixed hashing rate just means more people would use multiple low end computers so it would not work unless it only paid out to a single birth cert/sin number tied to a address, So that is not a option, but for timed mining/duration mining is there a thing? I have found https://bitswift.cash/ but that is it in this field, https://chronologic.network/uploads/Chronologic_Whitepaper.pdf is pretty close to what I am looking for. I want to know if there is more.

please share if you know of any as I know time banking/timed altcoins are the only way for us to not kill each other in the future.

Hey anyone know if there is a altcoin with equal Hashing power?
or a fixed mining rate? or time/duration mining?

something that can be used in a system for universal basic income like how everyone makes the same on welfare or whatever.
