I am already mining with the rx 470 cards in 5 numbers. But it was cost me around 2.8k totally to make the set up. If you are fine you check the local electronics trader and buy the all components required to start the GPU mining buddy.
For this op mentioned cost expectation 2k USD is enough to make the rig. 1060i cards are good for this budget. So check and buy to start the mining process.

if you like flexibility, GO build/assemble a computer system with a more number of PCI slots and buy Premium GPU's like AMD Rx 570/580, NVIDIA 1060,1070,1080 and ti's. Around 2k budget could build at least a single 5-6 AMD GPU rig.

depends on the gpus he goes for, rx 580's 8gb gpus, 2k isn't enough, that will get you just the gpus, that don't count the roughly 400 dollars in basic hardware for the rig and the frame
