Another good way to go about this is have a design contest.
Pay out the person with the best design, its a way to see many designs an only have to pay one person.
It sounds you really want the designers to waste their time in the contest. Its not a big problem for me, but you don't need saying that, although that's the fact. Anw the OP has made good decision by choosing one designer to make him the design instead of making the contest, and michael is a good choice if its about html design.
It's not about wasting time its about getting what you want as a business with good quality for the cheapest price possible.
As a developer people use that tactic on me all the time its a normal part of business.

You should post some samples of your designs so people know how good are they gonna get if they hire you as a designer.
He was asking for a designer, not offering a designing service. @OP Try contacting SFR10, and Jayce, do far they are the ones who I know who are doing some bbcodes designing here in the forum, there are also some other but I can't remember all the names. They have their threads here in the service section, if you browse around, you'll see them.
The first one I'm not quite sure as he seems experienced in a lot of Web based languages. Having said that, just create a thread in services and pick the design which you like the most. Kind of like a competetion
