No. It is centralised exchanged and no one will guarantee your fund will be secured to return to savers, like MtGox. Some solution arise. There are some decentralised exchanges to counter this issues.

I dont think it works that way. So I am have to guess no. If in any case something happens you are not insured, and thats the main issue.

I there any BTC exchange in the world which is legally bounded not to take people's bitcoins. E.g. if a person in the USA uses Bitstamp or Okcoin, is there any legal obligations on these exchanges to give you your BTCs? Can a foreign exchange e.g. a Chinese one take a on Chinese person's funds + BTC away?
