Looking at https://www.sparrowwallet.com/docs/server-performance.html, both electrs and Fulctrum are decent choice. Fulctrum easier to use with good performance, while electrs doesn't require txindex and use less storage. Although personally i'd recommend Fulctrum since you can spare storage to store whole blockchain.

I wonder if there is any similar project that is actively maintained.

If you are on a Linux, Electrs is, as already said, a very strong alternative and imho much better/smarter than EPS and also one that can be used if you want to also have locally a blockchain explorer.
If you are on Windoze and you can spare some space on SSD, Fulcrum is also one very good option, especially as it's just an exe you can start (unlike Electrs which it was not easy for me to install back then onto WSL).

I don't think that is what he looking for.

Electrum personal server is a personal node with full blockchain that can be used as your private node and as a server in your Electrum wallet if you don't want to use any default server listed from Electrum server list.

@OP there EPS is not the only personal server that you can use there are a few alternatives like ElectrumX and bitcoincore-indexd but these two also are not maintained or no new updates yet if you are looking for an alternative that is well maintained you can check this Electrs.

If I am not wrong, the Electrum personal server is nothing but running your own node and connecting Electrum to it instead of third-party servers so as long as you can able to connect your node to Electrum you won't be facing any difficulties.

A good alternative is sparrow wallet which offers similar features as electrum does from local setup, remote setup, and pruned node connection.

Electrum Personal Server is a great lightweight electrum server, but it seems like the project is not going to be maintained any further as there hasn't been any new releases since June 2022, and at the end of that year the main maintainer, Chris Belcher, mentioned he was having some health issues:

Unfortunately I'm dealing with some health issues and haven't been working since July.
I haven't been following any bitcoin news. I don't know anything about this Toronto developer, I just learned about it reading this thread now. Certainly no three letter agency has said anything to me (yet?). Even if that happened, joinmarket is decentralized and still works even if I'm not around (I haven't actually checked joinmarket but there's no reason it shouldn't be working right now).

The current version of the software works, but you need to update the certificate as it expired on March 2023. Here is the current workaround, which is to generate your own self-signed certificate: https://github.com/chris-belcher/electrum-personal-server/issues/286#issuecomment-1465354568
