You wont be having much luck buying it with paypal as the risk of charge-back is really high. Best thing to do would be to withdraw your paypal funds into your bank account and then find another means of purchase ie via localbitcoins.com which has an inbuilt escrow.
I think this is the best that you can do.. you can also try this service from business partner from perfect money

You can found a sites there that you can buy bitcoins or exchange or deposit usd in to perfect money and you can convert it into bitcoin..
Just choose high trust score so that you are far in scammers..

Maybe you can just try it on the exchange forum they can maybe help you, just search a trusted trader that already did this once, always look at the fee's they are charging by the way.

Regardless of being able to gift or not through PayPal, all transactions are refundable before a certain point.
@OP even if your account was upgraded, you'd still have to do what you're doing right now.

There are many trusted escrow service sites but if I may advise why don't you pick one trusted escrow from bittalk.

1st most important thing is that OP is a newbie.  He is willing to trade his PayPal for btc. So I don't think any escrow will accept the transaction for a newbie with huge risk with paypal.

Availing an escrow provider for a PayPal trade is useless as the buyer (which is you in this case) can easily reverse the transaction within 180 days.

Now if you want to let the escrow provider hold your BTC for one day more than 180 days, it's a different situation.
But no one will do that in first place.

So its better to sign up on Virwox.com and buy your required BTC through PayPal.

If you are looking for something automated then It won't be an individual from the website which means It should be a website . I'm not exactly sure how It works but https://www.bitrated.com/ should do the job for you.

I'm not sure If the title and the content of your topic are the same or not but If you are looking to only buy bitcoins using Paypal then you should use Virwox.com (You will be paying the company and not an individual) and they are trusted .
