I'm running a small crypto exchange website.
I would like to know from grandmasters here, that is there any harm if an user request an ETH withdrawal to a contract address?
I send the withdrawal twice. The first one is fine. It went thru. However, the second transaction shows a "!" sign that says "Error of tx: Out of gas" and it already minus my balance.
Should i resend again or just ignore it? If any, what should i do?

You should resend it again with more gas than before, from my experience the gas limit required to send to contract address is higher than the normal eth address so you should raise your gas limit from before, it is better to just set it to 250k to avoid out of gas but the cost will be quite high aswell. If you are short of ETH for gas cost will surely fail when transfer. So make sure the availability of ETh to pay for gas so the transaction becomes smooth. Because I've experienced it myself when I forgot to make sure the rest of the ETH in the wallet and when making the transfer will fail and be exposed to discounted fees as well.
Sometime this kind of problems occurs because of transaction fee is not enough. It might be harm to send to an eth contract adress. You get more information about this in website.
Though I am not sure but I think this means that you don;t have sufficient amount to pay as you transaction fees. I never faced any such problem but can certainly face in future. So expecting others to rectify me if I am wrong.
In this type of incidence, you should communicate with the user first. Check if the addresses are locked by the owner or not. If this is not the case, then maybe the amount of money in the account is not enough for sending.
That normally happens when the cost of executing the contract exceed your transaction GAS limit. The contract may be incorrectly written and it may be just on a loop consuming all the gas you allow. Another possibility is that the execution is more expensive than your GAS limit.
Well, you contact address may get locked. Maybe that contact address have a code with some function. I think you should contact with the user and conform it again.

so... at this moment recommended not to send over? I mean, i don't really mind to send over although the transaction fee is above than usual, but my concern is more towards if that ETH contract address can make some fishy thing... like let's say... a callback? Or anything that jeopardise my exchange security or anything...
I suggest you can't do this. Because it is not helpful at all. If transaction fees are high they you can try this.
Actually it is better to go to the eth forum or their website where you will be able to have advice or solution from the experts of their coin. Moreover you can mail them to find the real and exact solution to this. For example, bitcoin investors get help and advice from the bitcoin forum regarding the issues of bitcoin and also other things.
