You haven't mentioned which country are you from and which providers you have already addressed but to my experience I think Xapo Bitcoin debit card is Solution for you, they ship cards in majority of countries. Also, their card is very reliable and you can use it everywhere without restrictions. Fees are also quite decent. Maybe would be the best that you contact them directly and check the terms.

It would help if you told us what country you're in. I see you have posted in the French board so if you're in France wirex ship there and I believe you can use the cards worldwide.
