Qtum, Neo and there will be more platform will be similar to the ethereum like neo and cardano. Waves is not including in the smartcontract platform because that's used different way. Waves is very bad platform and nxt was even better than it. I sure universa will try to do the same like what already did by majority of blockchain platform.

Nem, stratis, waves. Are great platform, waves will surely get the attention it deserve this year and look at nem A big ico, call mobious just launched on the platform
There are plenty of coins you can create smart contracts. Many of them are mentioned above. Counterparty is one that use BTC and token will be sent to BTC address.

I think ETH is the best one but you can also look into KICK, Waves platform. They are the another best shot now a days and KICK is one of the great platform which helps us to create the whole ICO project on it. You can create your own token on the waves platform and let the thing run in the same manner as it would do for the other project that we see. Apart from this KICK allows you to run whole project on their platform and then they can raise the funds for you. These things are getting real simple now a days and its amazing to see they have made ICO's to run different ICO's.
In addition to the above projects, there is a lot more similar, this is the Waves project, the QTUM project, the NEM project, the Komodo project and it's far from all projects that are platforms for others. Even now, similar projects are being created
These two platforms are the most commonly used by the new projects,but there are few platforms that arent not that good as these two like NEM,and WAVES.

Waves, NEM, and i heard Lumens will have token creation feature too. maybe you should look at them. because this can really affect for lumens price in market. good news will increase price
