Quick search brings up a plethora of attempts at a BTC debit card which would be great.  They all have that "half ass" feel to them.  

Does anyone know of any solid ways I can get cash from my BTC account that does NOT include a bank?

Selling to a trusted traded and cashing in via MoneyGram, WesternUnion or any other remittances services.

As mentioned a couple of times above your best bet would be to either use localbitcoins or a BTC ATM, or use the currency exchange section of this forum.

Either way you will likely receive an inferior price then if you were to use an exchange.

Hopefully as time progresses, merchant adoption will be great enough so that it will not be necessary to convert your bitcoin to fiat to use it in most use cases

Its a better option to convert your bitcoins in to paypal money and get them transfer in your bank account . And you can withdraw your cash with no problem. Whenever i have some big amount of btc , i exchange them with my trusted eschanger . He transfer the paypal money in my paypal account in no time as soon as he receives the btc funds from me.

What about cash by certified mail using a 2 of 3 multisig transaction with an arbitrator. Certified mail is fairly inexpensive and if you are doing larger amounts you can do registered mail with insurance.

I sold some btc and received cash via certified mail and it worked out perfectly.
If there was a problem, like the guy never sent the cash...I could just refuse to sign the multisig and the btc would not go the the buyer.
The arbitrator would be called in and then he makes a decision where the btc being held in the multisig address will go based on evidence provided by both parties.

It takes a lot of the risk out these types of transactions.

You will likely end up paying much higher "trading fees" (in that the price will be much worse then what you could otherwise get) then if you were using an exchange and withdrawing your money to your bank account when you trade via LBC (unless you act as a liquidity provider)

you should search google if there is a bitcoin ATM in your city or nearby
other option is selling bitcoins to local buyers
you can find some on localbitcoins.com

I will repeat what others have said. If you can find someone in your area on localbitcoins.com it would be the best way. I will also add you can usually charge a fee to the buyer for your time to meet them. Just make sure you are in a safe public place.

You can use e-wallets like Paxum or Payoneer and then withdraw at the ATM using their cards.

The best option is to use localbitcoins. Just find someone near you and willing to buy bitcoin face to face with cash.

but besides what everyone else think, i also like xapo, quick fast, and I can get cash at any atm and I can also buy stuff online / offline with the xapo card.. too bad they don't sendout the cards fast ...

Most of them will only sell you bitcoin and will not buy it from you, however there is a small number of BTC ATMs that will also purchase bitcoin. One of the first ones that did this was the ATM in Vancouver

There have been several companies that had plans to have a btc backed credit card, like visa or master card. I dont think any of them actually materialized.
