ANY WORD ON 3GB CARDS....ARE THEY STILL ABLE TO MINE ETHEREUM/ ETC....when is the end of 3gb cards (which epoch).please let me know

Yes using SMOS I am still able to mine Ethereum with my 3GB 1060s. I choose not to but I am still capable without issue.

If you are interested in the technical aspect I guarantee that R9 200 series 3 GB can mining Ethereum. But the profitability of this GPU is very low. Now such GPU shows power about 10 MH / s. If we take into account the very high energy consumption of these GPU I think that they can not be considered as an option for mining Ethereum.

The current Dag size is ~2.41 GB for ETH and ~2.48 GB for ETC. I'm sure you are stil ble to mine ETH or ETC with 3GB on Linux or Windows 7 for at least another 6-9 months, just not on Windows 10. Because of the 20% GPU reserved memory space on Windows 10, the Dag file will no longer fit on 3GB cards.

Wait, why would win 10 reserve 20% gpu resources on all 3gb cards in a rig? shouldn't windows do that only to the primary gpu?

Microsoft don't care, memory is reserved on all cards. More memory - more is reserved. This memory is not used by W10, but it is not available for any programs. Another beautiful gift from Microsoft.
I still can mine ETH in W10 on 3GB nvidia cards with latest Claymore miner with 0% dev fee, but I think it will stop work after epoch #185, you can check it with "-benchmark" option.

Yes you can mine for another 6 months as dag is currently around 2.42 GB. If you have GTX 1060 3gb I recommend Zcash.

Actually for all Nvidia I recommend Zcash mining instead of EThash
If you trade immediately it depends on the memory in the 1060.
I have 9 that deliver close to identical 295 sol/s and 24 Mh/s with the same oc settings (140 1400) and max 80w. It's possible to push 310 sol/s but it then takes more power.
There is currently more $ to be made (and more $per W) when using ethash, and there will be several reasons to switch back and fort before the DAG file does not fit.

If your 1060 only can get around 19.5Mh/s, then it's a different calculation.

No you can't mine ETH or ETC with 3Gb cards

You can either mine lower dag coins like Music or Expanse

Or if you got a r9 280x you can mine ZEC pretty profitably right now. You should get 320hs with that GPUs.
