This service appears to be a scam to me, i have tried to call the office number and all i get is a beeping sound.
I am also chatting to Adele and she can not explain to me the steps involved in exchanging BTC to ZAR and then how you transfer that in to a local bank in South Africa.

Yup. I have checked it personally and the fees in coinbase is fixed. You too can check it easily by putting different values in the send Bitcoin pages. It's showing me 0.00040680BTC fees till 0.099BTC or less.

Yes.  I'm pretty sure that Coinbase has a fixed fee now, or at least a very similar fee for high amounts to low ones.  The amount that they actually have to spend on the transaction will vary around it and you won't bear the brunt of that, which is the main reason that Coinbase offer those fees.

What Coinbase has to pay won't necessarily increase if you spend more, so it's unlikely that they would charge you more either.

But the coinbase charge fee´s to me and charged 0,0009972
−0.0009972 BTC
−R$3.85 BRL

Is this fee charged fixed or increasing according to the amount we are transferring?

Is there any way to transfer values to the spectrocoin with a lower rate?
ex : Through the GDAX

Spectrocoin has fees minimum of 0.0005 btc for a transaction but If you compare with Coinbase.  Minimum fees for the transaction is very less and 0.0003 btc and transaction speed is like with in 30 to 40 minutes.
I sent a transaction from the Blockchain.info yesterday with the default fees on it but transaction has been completed in next day only.
