You must write clear conditions before the deal, such as if the money was sent and the user is not connected, escrow will be released within 24 hours.
Acceptance by the user of these terms will force him to deal with you within a specified time limit or fast response from the localbitcoin team.
Mostly "if the user is new" after proving the payment, waiting about 72 hours and they will release your coins.
Hopefully the seller will come online soon. Sad

I have the terms like "you need to release bitcoin as soon as possible I marked the payment" I hope this will be taken into consideration but LBC support team.

Lets imagine what if the seller never come online the trade will be in dispute or will be released to me.
If the seller does not come online then I think LBC will release the coins to you after certain amount of wait. If the seller has very good reputation (which he has) then he is not going to ruin his account for a trade (not sure about the amount you have traded).

I will also suggest you to wait until either LBC takes any step or the seller comes online again.
The amount is 0.061BTC which is pretty decent amount.

I read somewhere that trades where still under dispute for weeks but it was very old.

I hope they were changed their terms for these kind of situations.

I am doing trades on localbitcoin too often,today I got an issue while buying bitcoin.

I send the fiat money to the seller's bank account but he is not online since opened the trade,he got more than 500 trades that is why I didn't got any doubt about him.

Now I disputed the trade but LBC says there will be an response in 48 hours.

Lets imagine what if the seller never come online the trade will be in dispute or will be released to me.
