I would look in Germany.
Their banking law allow 3rd parties to access bank accounts, so you may be able to find/ develop software/ script to issue a lot of cards with ease.
However if you're expecting to issue that many cards I think you could contact your local banks and they may offer you a solution.
I would also ask in your country's banking forums, there are many knowledgeable folks (bank employees etc.) who may be able to help.

I would need also my clients to get their own card with their name on it.
With this method I can get it for me, but it will be more complicated if I have to issue 2k cards which are personalized.
I will try this anyway and will let you know If I will be able to get my card soon.

From where i can order custom debit cards with my company logo?
All the banks in my country are only offering their design.
I need the card to be fully customized and to be able to receive and pay on atm etc.
