Unfortunately, the bitcoin blockchain by itself isn't designed well to process microtransactions, because the fee for the transaction would be too big compared to the amount transferred. You would probably need a third party to step in and help with this problem.

And who will stop it from tracking cars that are not registered in the app?
Lots of husbands and wife tracking each other , jealous people or people with nothing better to do?
Hey , you know , that Mike who's living across my nephew's friend hasn't been to the office the last two days!

It can be done without the bitcoin part and it's still a bad idea.

What about a smartphone app that would have each car identified so that we could just scan the car plate number and know the bitcoin address of the app that would make any bitcoins sent propriety of the owner if he wanted to claim them as an identified owner. It would be just like apps to send bitcoins to a twitter account. But instead of twitter account it would be cars. The owner of the car could claim all bitcoins sent to him.
The app would be good in recognizing car plates and automatically send the amount we set it as default, say, one satoshi, whenever it encountered a new one out there on the roads.
This could be a cool way of sending car owners bitcoins! And eventually could be used to track information about cars on the road. Like, if you sent 6 satoshis it meant that that car owner was a bastard. There could be a lot of codes like this to send information into the blockchain associated with car owners associated with bitcoin addresses by that app.
