The bitmain power supplies are notorious for not starting if the ambient is 10c or under. Also when you unplug the APW3 you need to wait until the fan has stopped spinning on the PSU so that all of the power has disappated from the PSU before it will turn back on. If you do not wait, it will just keep the fan spinning and never output 12v

I'll 2nd this comment.  My day 1 experience when I turned on (80) APW3++s at near 0C was that less than a third would boot an S9.  At 10C they mostly worked (I found a couple of them that will only power 2 cards).

To this day, if I suspect an APW3++, I take it into my hot aisle for 30 minutes or so and then try it again.

Once they power up, they seem to generate enough internal heat to keep going.

hi,
i have 4 s9 antminers running okay for 2 days but today i noticed  one was off , i went and changed the power cord for the power supply APW3++ the s9 still off then i turned off another s9 and took the power supply and replaced it with the one was off it worked fine ,then i used the not working psu in another s9 still not working then i took the power supply to measure the output voltage it should be 12v using multi-meter i got 0.347 v on 220v and 0.235 on 120v i noticed  that The fan on the psu is spinning normally but  no 12V output

any one have solution or suggestion? other then buying new one from bitmain because its not worth it to send it for repair .

You could try warming it up first before plugging it in.  In the past I've brought Bitmain hardware back to life by warming it with a hair dryer first.  I imagine warming it with your other miners would also do the trick.  While it isn't exactly a high tech suggestion, it is worth a try.

hi,
