Look on the currency exchange section of this forum. However, since your rank is really low and you have no trust history, you'll probably end up paying a premium. No one wants to risk having paypal charge back without any gain. It's a huge problem.. Paypal is just too easy to be reversed.
I did not even know about this possibility (exchange) on the forum. How can I increase the level of trust? (I was also interested in the exchange of PayPal). Can I prove my eBay account?
Sorry but that is not the way things work around here, you cannot increase your level of trust easily, many members are very reluctant to give trust to a member as new as you and also trust it is not something you can increase, people will begin to trust in you if you become an important member of the community, you can still make some trades for your paypal here in the forum but you are not going to get many takers and you risk getting labeled as a scammer, read this first.

First step.. set up your accounts on bittrex, poloniex, gemini, and gdax/coinbase.  Get 2 factor turned on, strong passwords, verify your identity, add bank accounts where applicable, and up your deposit and withdraw limits. Buy BTC on Gemini or GDAX and transfer it to Bittrex or Poloniex. Buy your altcoins at this time.

better to use escrow and make sure that you are willing to take the risk as for your rank a lots of people around will try to deceived you
and some of them will not entrust you as well so better to allocate some funds for escrow so the transaction will go smoothly.

Since you've got waves on your list. Get waveswallet, transfer usd into wallet from creditcard and start buying cryptos. Then, you can transfer either waves or btc to bittrex to buy the others on your list

Nearly all are on Bittrex, but you must change USD for BTC in another exchange.

Is there an exchange where you can buy coins for the USD - Ripple (XRP), Ixcoin (IXC), Minereum (MNE), Waves (WAVES), Digibyte (DGB), Litecoin (LTC), Ark (ARK), Lisk (LSK) , Nexus (NXS), Ethereum Classic (ETC). I chose these coins as promising. I would like to invest 2-4k USD. Are there any tips?

I'm new and if I do not know something by coins, then I apologize. Grin
