If you are refering to Signature Bounty Campaign, then you do not need any tools to create signature. You need to copy the code provided by the ICO and paste it on your profile.
To update signature go to PROFILE and then under MODIFY PROFILE, click on FORUM PROFILE INFORMATION and on then paste the signature code on the right hand side under SIGNATURE
