after that my opinion is:
1. the most important is scheme of chip. this is main property. doesn't matter where you are located,if you want to make your own chip, you need few hardware engineers.
2. If you want scheme of chip, than buy ticket "Your town" - Shenzhen - Taipei. Most manufacturers located in Shenzhen and Taiwan.
3. You should to push manufacturer to sign "agreement of nondisclosure information". But, honestly in China it doesn't matter.
Definitely, its need a lot of human and financial resources.
If you want to buy chips, and assemble your ASIC, its much more easy (but not so profitability)... check taobao, mining in China is very popular now. I'm sure that many Chinese hardware talents are creating right now chips like avalon or BFL.
