Yes, you're missing about 250,000 blocks.
Blockchain download can be very slow with Bitcoin-qt, but you must reach the end of syncing Bitcoin-qt before Armory will work. Ignore Armory telling you it is online, you will not be able to send transactions.
Bitcoin-qt < 0.9.4 needs regular disconnecting to download the whole chain. A good way to do this is to run Bitcoin-qt in -disablewallet mode. This mode shows you the download rate in kB/sec. When the rate gets low/zero, quit Bitcoin-qt and restart it again. Then you hopefully connect to a peer with a better rate.

Does Armory 0.92.3 need bitcoin-qt and his fully downloaded blochchain?
I've installed Bitacoin-qt and is far from having downloaded the full blockchain.
But Armory says The blockchain loading is complete. Connected 19xxxxx blocks.
Am I missing anything?
