you being a newbie account with no history doesn't make much difference in this case. because generally speaking any method of payment that has a charge-back option (in other words a reversible transaction) is never trusted by anyone around here. so if you want to buy bitcoin with skrill then your only option is finding a place such as a service, provide them with all your personal information such as passport, drivers license, ... and then buy bitcoin with a reversible method so that in case you scammed them they can find you and kick your ass Cheesy

Yes of course you can exchange skrill to btc but not on this section
you can exchange skrill to btc on currency exchange on bitcointalk,
usually the sellers apply the fees about 10-30%
and you must show the source of funds because
as we know skrill is reversible payment method. Good luck

Instead of looking for suggestions for you and you are serious about business why dont you take your time to go to the exchange section, I am sure over there you get a lot of answers to your questions and even more and in my own opinion I will suggest you take your time to really learn how things are done at the same time build up your rank over there before venturing into an activity that is fully and basically rely on trust.

The reason why is because some escrows might not be available as at the time of transactions due to time zone differences or because they have so many transactions to deal with.

If you want to buy BTC with Skrill you'll likely need to verify your ID on Paxful or Localbitcoins to get a decent rate. Over here you might find someone but it'd take time to find an exchanger.
