Besides some other flaws in this video, I'm mostly curious about that "new law" you're talking about, effecting the security exchanges. Do you have a source for that or is it made up like the rest of the video?

As far as I know there's in fact a bill or act (sorry I'm not from the US, so whatever you call it) which effectively should do the opposite.
There are crowdfunding regulations that are supposed to go into effect sometime this year for sites like Kickstarter and such, but we don't know if that would apply to Bitcoin securities or not. Eventually the SEC will have to say something and then maybe we can get some clarification on the matter. A fine solution would be to require companies to register in some way, but relax the requirements so that it isn't so expensive to become "legit" like listing on the stock market.
