It has been discussed before, yes.
Refreshing/double-clicking/etc. sends the request to give merit multiple times, meaning you will be sending merit multiple times.

One way you can prevent this problem is by limiting "merit send" requests for a given post to 1 per 5 minutes (or some arbitrary time). That would prevent most of the problems, kind of similar to the anti-spam posting/PM/report/feedback restrictions.

Wait... What?
First of all, allow me to start it with the classic "sorry if it's been discussed before", with lots of new topic about merit everyday, it's quite hard to see if similar thread like this has been discussed before.

Anyway, I see someone posted something that I deem good for a merit as he clearly read the linked article and study it before replying, even informing people that what they think is wrong (if you'd like to know who he is, it's obviously the most recent person on my merit).

I planned to give him 1, but I see that my sMerit (let's say my current smerit is 100) count didn't decrease although I can also see that he's got my merit, I thought it was an error on my page. Naturally, I hit reload.

And it indeed a page error, as after I reload, my sMerit decreases... by 2. And I see that I just credited one other merit to the said person. Didn't quite believe this, I hit another reload, and...... my sMerit is now 97 (100-3) and I credited him with 1 merit for three times.

Not that I mind giving him that much, as I think some of his posts are also good, but I can't help but get curious: is this a bug?

(If similar topic like mine already started, kindly give me the link and I'll lock this thread)
