He's probably not a bot but just a shitposter copy and pasting the same thing so he can quickly rank up his account.

Isnt that a valid reason to atleast ban the account for posting the same posts over and over again?

I already reported this bot but it seems the mods are sleeping and also someone already took down their scammy ICO website.
When? Maybe the people who can handle it just aren't currently around. Thought what makes you entirely sure that it is a bot? Because it posts in the same thread that frequently?
