Yeah, I think they should be given some links to the rules and possibly a faq that goes over all the usual questions that get asked. I think a link to the rules should be provided when you have a post deleted as well so you can likely work out why it was removed and so you don't do it again.

I would agree to this, but if and only if there is a penalty imposed on members who perform actions contrary to the purpose of the links. For example, we have all these noobs (yes, not newbies, but noobs) who keep starting new threads asking for an explanation on Activity or how to increase their forum ranks when the thread explaining it is pinned on the subforum that they are posting on. They clearly aren't penalized (or at the very least, ostracized) for doing so. Even if a new policy was implemented which directed newbies to important threads and postings, if they are allowed to simply ignore those with no repercussions, then it wouldn't really do any good. In that case, I'd rather not have it since it would just consume the board's resources without achieving anything.

Hello im newbie in here, can you help me about signature? Explain me and what a signature is the best?how to apply?im a  newbiw

This is a clear example of the aforementioned noobs.

I'm inclined to believe that this is just some bored dbag using a new account to troll.

Yes, I wish the admin to see this, really almost all forums do this, except this one, and it would make the forum more eficient, alteast by reducing spam posts, and make newbies learn some basic things for themselves, and not always open up threads about the same thing.

it is a good idea, just group the chosen topics  and make them popup every n minutes/hours before a set number of posts is reached (2-5,for example) or redirect to a "special" newbie page
for a newcomer it could be confusing where to start at,so some guidance should be helpful

I have seen that many newbies are clueless about bitcoin or about how to use this forum. So an automated administrator message when they sign up would be great to give them a walkthrough.

Many forums or service providers do this, when you sign up they send you a walkthrough e-mail or PM containing the basics how to use their service. This should be done for this forum too.

When a newbie signs up, he will receive a PM from a bot, and an e-mail to his address, containing links to popular threads or tutorial threads, that will explain the rules of the forum, and also the basic questions about bitcoin.

Perhaps if somebody could make an animated video about how to get started in this forum that would be great. This way we could get rid of the "how to earn bitcoin" threads and the "help i've lost my wallet" threads.

I don't think pinned threads are read so much, so definitely an automatic message and an animated intro video would be great.
