If an item is being shipped within the EU I was under the impression that VAT and Import changers etc are not added on, is that correct?
Correct. Although, when you sell an item, especially for a large amount of money, you should declare it as taxable income and therefore pay taxes from it. Maybe that's what Silv0r meant.

But that would only apply if you were doing it as business, wouldn't it. Like anybody is going to declare that and pay tax 
You have to pay for import taxes if you want to sell your item If you use it for yourself it is ONLY 19% VAT. Electronic articles is a big amount of items. PC hardware, electronic spare parts, etc. don't have the 10%. And It's even more than the 19%. If you want to sell the items you bought, then you have to pay 20% additional. Talked to the customs in Hannover.

10%?! I bought a lot of eletronic stuff overseas or china/hong kong and I never had to pay import taxes, just 19% VAT.
VAT / customs would only be 19% of ~1000$. That's in Germany under 150€ for customs. Not that much.
Not quite right ... it is 19 % VAT + Import Tax which is 10 % on Electronics ... So it is more on the region of 30 % in total.

The thing with EU auction is that import duty is already paid for, and usually will be included in the auction price.
