Tweets and retweets in bounties are different.
The Goethe post you link didn't mentioned that he owned the twitter handle, he just posted there the retweet links including the different retweet links of different handle.
But I think this user Goethe was a thief of likes and retweets considering he only posted it one time of the handle @NinBarongo along with other random handles you'll see in that reply.
There's no retweet and like thief, you can like and retweet any tweet as long it follows the hashtag or whatever rules of the bounty and link it for submission on bounty thread. And again retweets does not give a valid proof to considered an alt, except if he posted that he declare he owned the twitter handle.
