It is understood that he became a member in 2017.
It's normal he didn't know the rules at first.
An error.
It is sad that two years later, without warning, it is permanently banned.
A permanent ban can be a temporary ban.

Bans like this are deserved and checking both accounts posts you are a net negative to the forum fella

A member a 2017 or not you should know that plagiarizing a content is unethical unless you cited its sources and besides the forum rules made by mprep https://bitcointalksearch.org/topic/unofficial-list-of-official-bitcointalkorg-rules-guidelines-faq-703657 is posted 2014 and if the user read this post https://bitcointalksearch.org/topic/forum-hakknda-skca-sorulan-sorular-761237 by EFSA he should have been guided.

It can only be temporary if the user prove himself that he has been an asset for the forum just like other people that been issued with it.

The dude claims no plagiarism but who knows except the mods on how and why his supposed friend was banned. Can you check? I went through the last 10 pages of his post history, and almost 99% of his posts are in the turkish board and a couple of posts for crappy-ass bounties. Maybe a turkish mod could help?
I definitely read his response as "no spam no plagarism", "message received" no idea why I interpreted it that way. As for checking what this user was banned for they aren't in the most recent reports that I have access too, and as far as I'm willing to take look I haven't come across the username. Not that I have any say in the matter anyway or would be willing to release that information. Unfortunately, this is a matter between the admins, and the user.  

I'm sure our detectives here on the forum will find something though.

If you have an email address included in the ban message then you need to appeal by sending an email to that address. That's your only chance of getting unbanned as plagiarism is considered a very serious offense around here, and depending on the circumstances they rarely get lifted.
