Well I don't think that's possible unless faucets decide to work together and make list and give to each other . IMO, disabling access to tor user would also disallow legitimate users who want to have privacy to use the faucet too. You could just lower the amount per claim and increase the wait time for tor and proxy users.

I created a dice faucet a while ago and let it run for about a month before I got sick of the people trying to abuse and hack it.

Here's the short list of IP bans I had, I did a lot of range banning as you can see:
