As you knew the reason for being banned, so just learn from it and you will have to start from the beginning. Sorry no solutions, nothing can be against forum's rules.
He can wait out his ban. You should read the rules regardless of the requirements of a bounty. Its not permanent so he can learn from this, and not do it again.

Reason: Participating in an on-forum altcoin giveaway (see https://bitcointalksearch.org/topic/incentivizing-posting-via-low-effort-tasks-likes-follows-etc-is-not-allowed-3953664). Ban duration: 7 days
this reason is to do not post proof ! so how can participate on bounty needed message proof?
he has some translation to do within 3days please any solution?
