India is big mate, many miners are from India too, some are already selling their rigs I am sure you can get a used graphic card in india, just get to a store nearby that deals with computer parts or use local online stores that works like craiglist or olx to find cheap gpus near you. For example

i`m from india and i think aliexpress does ship here but the import tax is quite high... does ebay and ali accept returns of the gfx card doesnt work ok ? ETH DAG being > 4gb is the bottleneck but i`m ok with mining new coins that are promising just to experiment and be an early miner in case any of them takes off to the moon !
Doesn't your big country have its own domestic video card market? Have you tried searching?
What is your price for 1 kilowatt/hour?
How long do you have high temperatures in summer?
If you have a very hot, then you need to buy "cold" graphics cards.

You should be able to source for cards in India without having to buy from a long distance, mining isn't that profitable anymore so people are already selling their graphic cards, buy a used graphic card mate and do your thing.

the 3060ti founders edition is a good card. for gaming and mining .

I want to add a few more lines here. 3060ti's LHR and Non-LHR are the most efficient cards in the 3000 series of Nvidia cards.
I have tried to gram some of it, but, unfortunately, I cannot grab them because, in my country, They are still above $800. I am still waiting to catch some of it.
Even if ETH PoS happen in Q4, Still I can mine CryptoNightGPU algo and ROI my Cards.
Which country are you from? You can still buy for 680$ on Aliexpress and get your graphic card week later, no matter where you are in the world your package will get to you, you can also buy used 3060ti which the price won't be the same with a brand new one.

Seeing a 3060Ti at 700$ want to make me cry, I bought mine for 1100$ months ago but yes I almost made back my money but damn getting graphic cards for a cheaper rate is the best thing ever, nothing beats this.

I think OP can't afford 700$ for a GPU that's why he is trying to see what he can do with a 1030, I think the cheapest card for him is 1660 which is now a bit under 300$, very good for gaming and mining.

Many thanks for the inputs all ! I did look up the used gfx cards prices on alibaba.com and they are indeed priced reasonably... one question was if the refurbished pieces from these sellers are in a decent enough shape ? have u guys heard good reviews for the refurbished pieces in terms of performance and durability ? would appreciate the inputs and reviews on this !
What would you like to buy? Now, for example, it is more profitable to buy a new video card, instead of 2 or 3 old video cards, and your profit will be the same. I use my old graphics cards because they make a profit, but I don't buy used graphics cards.

At least try to buy a 1060 6gigs card. You can mine ETH with a card, and it gets you up to 24 Mh/s. 4GB Cards cannot mine ETH Anymore. You can mine Ravencoin with four gigs cards, but that's not much profitable.

Refurbished or not the graphic card will work very well, I have bought 12 different graphic cards from Alibaba for myself and for someone ( a relative ) and the cards works very well, if you want to buy on Alibaba choose a seller that have sold many GPUs and have good reviews from buyers.

You can find a very neat rx480 or rx570 for 120$ today, go to Aliexpress website or Alibaba you will get the card within a week or two depending on where you are living aka your country, 4GB VRAM GPUs are a lot cheaper and you can still mine some coins with 4GB Vram.

I'm building a basic gaming pc and from the perspective of mining any interesting new tokens, would the 1030 DDR4 with 4gb ram be a better graphics card than a 1030 2gb gddr5 graphics card ? or is the gddr5 a better card even if its 2gb ? The 1030 interestingly is there in these 2 releases (ddr4 and gddr5)
This video card is useless for mining even on free electricity.
Buy a graphics card from this list to start mining.

In fact it is not the type of memory but the amount of ram for what concerns the mining with a 2gb of ram you can still mine aion and some coins on the cryptonightgpu algorithm as equilibria and conceal with minimal profits unfortunately for the other altcoins in the short term also 4gb of ram will no longer be enough
Maybe for experimental purposes only, this 1030 gpu is not good for mining even if it works on some algorithm it makes no sense to keep running it, this is a good option for someone who wants to have an idea how crypto mining works.

It's not about the memory type( gddr5 or gddr6 ) it's about the size of the gpu memory, 2GB memory can even mine any shitcoins mate you will be literally wasting your time, get a rx580 8gb on the market, you can even buy used one if money is the problem.

Lol how can you even play games on such GPU? Are you running on a 720p display monitor or what? The PC will lag a lot even in less demanding titles of today, to play PC games comfortable you need to start with a 4GB GPU atleast, it's same with crypto mining, a 4GB gpu like rx570 can still be used to mine ravencoin, ergo, flux and few others.

I don't think you can mine any coin with a 2GB video card. The minimum requirement will be 3GB with 4GB preferred. You will probably get a very low hashrate on every coin that is profitable on a GT 1030 card. Better to save up $$ to buy a used GTX 1060 6GB, RX 5600 XT or higher.
