In OK yes. The person who killed the lady in OK had just converted to islam a few days prior and was likely a recruit of ISIS.

EDIT: I am not 100% sure about the London beheading

What is missing from your quote is the fact that the person who performed the beheading recently converted to Islam. This religion just so happens to advocate for violence against people who do not agree with them
