I would have moved to another country just for that! LOL

Jokes aside, it's very sad to see such shortsightedness from governments... but their banning Bitcoin is a confirmation of its great value and potential.

The best option I would recommend are:

1) hardware wallet (at a cost)

or for free options:

2) paper wallet

3) Bitcoin core or Electrum

As you have been told, NEVER leave your BTC in an exchange's wallet!

No. Since you will just saved bitcoin then disregard that concern.

Follow mocacinno's advice above since you are talking about savings, meaning you will not used your coins regularly or will let it sleep for long time. But at some cases that you will used coins regularly for e.g. withdrawals, trading, spending, purchasing something, then you can consider storing a not that high amount at web exchanges or on your local exchanger. It's not recommended but it doesn't mean you can't trust them. Just used their services.

Can someone give me an idea what bitcoin wallet is the best to use in saving  bitcoins.
Is it depending on your country's currency?
If you are a person interested in the lowest transaction cost you can probably use poloniex.com as a bitcoin wallet. And in my country bitcoin is not considered a currency and vice versa it is prohibited by law.  Cry Cry Cry
Poloniex as a Bitcoin wallet is nothing but trouble, Never ever keep BTC on exchangers or use them as your personal wallet. I would recommend hardware wallet, It's the best way to store your Bitcoins.

Since you're talking about saving bitcoins, the safest options are:
  • A hardware wallet (i own both a ledger nano S and a trezor, both cost less than $100 and provide a lot of security while still being easy to use)
  • A paper wallet (very secure if generated in a proper way, but their primary function is to store funds for a very long time without using the funds themselfs)
  • A wallet on an airgapped PC (you need an extra pc, and using an a wallet on an airgapped pc is quite a drag, since you have to transfer signed/unsigned tx's to and from the airgapped device for signing/broadcasting)

Unless you're going to pick the most unsafe option around (an online wallet, or an exchange), your country (or your currency) does not matter...
