I've used bitinstant to paypal without problems, the minimum is usually around $20. Some of the other places are pretty high.

FC4BTC is 100% legit. I've used their services a few times and never had a problem, plus the site owner is very active on this forum.

The safest way would be to use btcpak, which converts bitcoins to moneypak.  At that point you can transfer the code over to the person, who can then transfer it to their paypal account through moneypak.com.

With BTC-e I got charged the 5.5% from BTC-e which I expected, but then another 5.2% was subtracted from PayPal after that.. is that normal? It was very disappointing and other PayPal transfers have never had that fee... ie withdrawls from the Eclipse pool and fastcash4bitcoins.com

Edit: I guess because they are "non-US" PayPal charges this fee.

Can you explain the process in detail of getting an Mtgox code to give BitInstant? Can't find it in their F.A.Q.

1. Deposit BTC at MtGox
2. Sell BTC
3. Create USD coupon
4. Go to BitInstant and redeem the coupon (it will ask for coupon code and MtGox username)

well, BTC-E offers a BTC>Paypal service at a 4% fee, and a $200 Minimum withdrawal. Its a little bit steep, but it might be worth it not to get ripped off
