For sure countries that would be best for investing in ICOs would be those that legalized cryptos, like Israel. On the other hand, countries that doesn't have any regulations set for crypto transactions are equally desirable. In our country, Philippines, cryptos are getting more popular and the governments is eyeing on legalizing it.  In fact, bank do accept bitcoin transactions.

Mostly the european countries,is the best in list of countries who allows people  to invest ICO,because they are the most project  maker thats become  succesfull in terms of the  economic growth and social responsibilty of there country and at the same time they are only country that not implement a KYC  in making a ICO program,because they believe to remaining  the anonymous of there investor.

I think all country government can in any time just forbid any participation in ICO for their citizenships. As I know, most of ICO's for now don't allow only such countries like USA and China. Other countries is allowed, but most preferred countries with legal crypto regulation, like Japan.

Belarus has completely legalized crypto-currencies and any earnings on them. Any investment and mining. The country will not impose taxes until 2022, if I'm not mistaken.

I think many countries still allow for investing in ICOS but many also warn people that this is a really risky and volatile area and yet uncharted territory, so many mainstream investors don't touch this side of the blockchain. I think countries that DON'T allow certain ICOS or most ICOS are China, U.S.A and Singapore to a degree, but not sure of others at the moment. Also the U.S has deemed it illegal for any of its citizens to invest in the PETRO or have anything to do with Maduro's crypto currency because it interfere's with the U.S policy and embargo it has on Venezuela.

In my country, Belgium, there hasn't been any specific mention of ICO's. Profits gained by investing in cryptocurrency are taxed at a flat rate of 33% however.
There was a recent case where a teenager had to pay 33% from profits made from an exchange app he had made. He contacted the tax office himself and they ruled that he would be taxed at 33%

This set a precedent and it's been in different newspapers that all profits from crypto are taxed at that rate.

I am also from Europe and here we do not ahve any restrictions. I think after China regulations are in palce (also Russia plans to setup them till the end of 2017) there will be more countries defining own regulations for this growing market.

I agree with you. I am from Europe and seems there is no problem with ICO and cryptocurrency (for now). Also, there is much more opened the possibility for implementing banking and transferring crypto value on fiat. I'm even surprised that until now we do not have any serious steps from the most developed countries with crypto integration in the monetary system.

I think China ban is temporary until they have government regulation about cryptocurrency and ICO. I am self-conscious what will happen when all the rules are fully determined and China officially accept cryptocurrencies

Most of the news I'm reading online are always focusing on China, I didn't knew that there is something happening on India. Is there really happening there? Can an Indian here confirm?

I think investing in ICO's is ok if I use cryptocurrency because government wont be able to trace out that. But I need to know whether the income tax department requires any document for Starting an ICO like source of income documents etc.

It's a good way to earn and if there's no law for ICO's there and you are skeptic about it, why not try and give a call to your tax department's hotline and ask them about it?

I am from the US and right now the SEC didnt set up any concrete regulations. Most likely these regulations will be set in 2018 that's why all these ICO won't allow US investors because a lot of people are expecting the SEC it ban it like China. Very very interesting times. My biggest question will be what if as a US citizen you buy ALT coins and make couple milion bucks and deposit it on your Bank of America account can the SEC take it away or US government?

It's only temporary and I'm sure next month this regulation will be fine, China just wants to arrange for ICO not an investment that harm the people of China.

Due to its decentralized nature, Central Authorities of many countries does not want ICO to be much popular among their citizens. In past few days, China statement on banning Altcoin Exchange make this topic HOT in Crypto market. So countries like China, North Korea are definitely going to take a negative stand on it.
Whereas US and Japan seem to comfortable with Crypto-market. So I think Americans and Japnese are the best people who would be inventing in ICOs.

Most countries do not ban ICOs. And they also do not say allow it but the ICO is still possible. Except China banned ICO and we do not know what China is doing, what will they do, maybe one day they will allow ICO.

In most countries ICO is not totaly stated so it can't be concidered to be 100% legal. imho one of the best advantages of cryptoworld is decentralization. If you realy want to buy some tokens then you can do it without relocating to the other country. But as it was already mentioned China is not the best place for it (imho mostly because of a huge lack of privacy).

Im from Colombia and well pretty sure they allow people to invest in ICOs, because i doubt people even know what an ICO mean... But of course once they realise they can make money with it and the government finds out, most likely it will be regulated by them... i think eventually this will happen all around the world, but we are lucky that we have some time still.
If it is not legal in your country, just use a VPN and you will be fine!
