Multiple CPU mining rigs don't exist, using multi socket motherboards is too expensive especially if using Windows.
The best CPU for mining RandomX is any AMD Ryzen, since you want big I suggest Threadripper.
Ryzen 3000 series is cheaper, 5000 improvements don't match the increased price.

The only thing I would mine with CPU is Raptoreum and not because it is better than Monero no but because this coin should have much more upside potential in the next bull run compared to Monero as it is less than 1 cent in price and with 500 H/s you make like 10 Raptoreums in a day.If you have one of those processors like the 3950 we are talking here you can make 8 times more based on its hash rate which is 80 Raptoreums in a day or 2400 Raptoreums in a month.

If you are in for the long term mining and not caring about the electricity bill which by the way I don't think it is that high with just one CPU who knows what fate must have reserved for you (i.e huge profit).I personally mine Raptoreum with 1 x Cpu i5 8500 and one xeon e 5650 making 10 coins a day and I am happy with them.

Yes ryzen 9 are the bad boys for CPU only coins like XMR and Raptoreum but what about those EPYC? I bet they are more profitable to mine XMR than those ryzen 9, someone wants to confirm this?

Where I'm from, Ryzen 3000 are hard to find and more expensive and Ryzen 5000 are cheaper and in stock everywhere.
RYZEN 9 3950X is an old model and it might be better to look for it on ebay. But you must understand that the payback of your computer will be 3-5 years or more. Therefore, I have a negative attitude towards investing in mining on processors.

thinking of this as a novelty decorative installation type thing



Probably better off using a dual CPU server motherboard, but again it dosen't make sense to do so from scratch. You would be better off and accumulate more XMR by going with GPU rig to mine whatever is most profitable and then converting it to XMR.

There was a time around 2018 before the move to RandomX where you could mine XMR with GPU's profitably. Building a mining rig from scratch just to mine XMR is no longer feasible. If you have high end gaming rig or workstation, you are better off using the hardware you already have during idle times to mine a small amount.

Even with a AMD EPYC 7T83 64-Core Processor (highest hashrate according to https://xmrig.com/benchmark), and paying nothing for electricity, it would take about 8 years in a best case scenario to pay it back.
