BTC-E dos not require ID verification. It is tough to move USD there for me though, not many options

best FIAT conversion is based on where you live. Gox still do FIAT in Japan and SEPA at very slow rate up to 4-5 weeks...

I gotta put a word in for Coinbase, I have used them numerous times without a problem ( well, I had a slight problem once and they fell all over themselves to fix it to my satisfaction ).
