you can go for traditional but popular system like vBulletin, SMF, myBB etc or can try new modern looking like discourse, nodeBB, vanillaForums.
Try SMF, MyBB or PHPBB. They're free to use. Then you can get cheaper hosting like bluehost, hostgator etc. to host the forum.
