What about Virwox? I've been using it to buy Bitcoins and it's been working pretty well. The only thing that I dislike are the fees.  Smiley  Link: http://www.virwox.com

Beware of Virwox, besides their fees, which are outrageous, they go from 15-20%, the word is out that they have tightened their security systems lately, probably because of many chargebacks. So now, they are checking each account, each paypal account, people have been reporting that they are freezing and limiting users accounts unnecessary. Sometimes they would refund money automatically, and sometimes they just freeze it and leave it like that for weeks.

there is only circle

but last time i check it, i cant do nothing because they didnt operate yet with my country, so he should check if his country is allowed for him or not.

Will be my first choise if this work for me, i mean circle, but if this dont work for you, https://localbitcoins.com/ seems to be pretty good for me.

i tried for my country which is not operating as well with them but it seems that you can attach anyway a bank account, or connect a credit card even if you're not from USa, like they state there

so i advise you to try anyway and see if it goes through

i also prefer https://localbitcoins.com/, you can buy there easily

Yes local bitcoin exchanges are very good if you manage to find a seller for cash in your city. This will reduce lot of fee and waiting time.

If you're in Europe then you can use gatecoin.com, deposit using euros with a SEPA transfer and you'll have your account credited usually in less than a day. If you're not in Europe, it can take 2-3 days but you'll have USD10 offered after your first wire transfer if you sign up using this link https://gatecoin.com/register?referralCode=CINGGE.

Hope this helps!

Don't plan on day trading, but plan on buying btc and sending them to someone, no more than 10 btc's

Wondering if there are any safe reliable sites for USD that allow this and are fairly quick? I know coinbase takes a few days and I've heard less than stellar reviews about them

It's safer to buy BTCs from people with a reputation of holding their side of the deal.
I have my go-to guy for BTCs providing a reliable, safe and easy source of BTCs.
I could PM you the details if at all you were interested.

Cex.io is also offering BTC for USD with their latest interface you can check the site http://cex.io

More difficult than anticipated. May require same full address, ID, verification methods as Bitstamp per use.
Im presently attempting the mobile verifications...albeit they're fraught with poor instructions

if you stay below a certain limit there is no verification, usually this limit is around 500-1k, it should work for cex too, otherwise look at bitfinex

You can also use sites like localbitcoins for Selling, and a site like circle for buying. So that way you will also get a higher than bitstamp price for selling.

there is only circle, if you want really something that is fast enough, otherwise any big reliable exchange can do the trick, the usual bitstamp(not recommended because they require id for every transaction, no minimum), bitfinex, kraken ecc...

Also do any of these sites act like paypal where if you get scammed for a service you can dispute it?

no, they can't do anything, because bitcoin transaction are irreversible, and they don't repay you back, you get scammed...
