Depends on how you trade. Scalper? Day trader?
But for me, it is much effective on higher timeframe, and also I am using it to confirm in some timeframe before entering a trade, like if I start on lower time frame I will also check the higher timeframe.

Most people will tell you 14-period. That's the default setting. I rarely see anyone use other lookback periods, but it's sometimes done to increase or decrease indicator sensitivity.

Shorter lookbacks can be useful for scalpers and shorter term traders, but keep in mind they produce worse noise-to-signal ratios. For strategies like this, some people recommend using the 10-period: https://stockcharts.com/articles/mailbag/2009/07/why-do-you-use-10-period-rsi-sometimes.html

Others recommend periods as low as 2-6: https://therobusttrader.com/which-timeframe-is-best-for-rsi/

I suggest experimenting a bit to see what works for your trading system. I personally like to overlay two periods at the same time. When they line up, signals tend to be quite strong. For example, 9 and 18-period Chande momentum, or 10 and 14-period RSI.
